    Sote the leeks in olive oil.

    Add the bell pepper, potato, and carrot one by one, sautéing each after adding.

    Once all vegetables have softened, add salt and black pepper, and transfer to a baking dish.

    In the same pan, melt the butter and add flour, cooking until fragrant.

    Add milk while stirring and cook until desired consistency is reached, adding more milk if necessary.

    Season with salt and black pepper.

    Sprinkle grated cheese on top and bake in a preheated oven at 190 degrees until golden brown.
