Prepare the Tzatziki Sauce: In a bowl, combine Greek yogurt, grated cucumber, garlic, lemon juice, olive oil, salt, pepper, and dill or mint if using. Mix well and refrigerate until ready to serve.

Cook the Beef Filling: Heat olive oil in a skillet over medium heat. Add chopped onion and garlic, sauté for 2–3 minutes until fragrant. Add ground beef, oregano, cumin, paprika, salt, and pepper. Cook, breaking up the beef with a spoon, until fully browned and cooked through (about 7–10 minutes). Drain excess fat if necessary.
